Three Australian Councils have come together to collaborate on an ERP solution. Don’t miss this unique opportunity to hear from all three as to how they have undertaken the project, lessons learnt and what has been achieved.

The Enterprise Resource Planning Collaboration project aims to implement a modern ERP ‘best fit’ solution that is integrated, compliant, easy to use, and hard not to.  

Councils will operate on the same core platform with similar systems and processes that provide future opportunities to share services. The service areas in scope are:  

Finance, procurement, property and revenue, regulatory functions, payroll/HR, Customer Request Management (CRM), animals and infringements.

These systems use web-based technologies and will leverage existing investment in the Microsoft 365 technology stack of three rural councils.

This is a Rural Councils Transformation Program (RCTP) funded project, one of two concurrent projects the three Councils are implementing together. The second also includes West Wimmera Shire Council. M365 - Managing Records Better – together, using SharePoint as a records management system to support the cloud storage requirements of this ERP project.

Recently appointed to Manager Business Systems and Transformation for Southern Grampians Shire Council, Matt has 18 years of IT experience in Local Government at the Northern Grampians Shire Council with passion for IT systems, project and change management.



Anna Handberg
Business Systems and ICT Coordinator 
Borough of Queenscliffe 

Anna has been with the Borough of Queenscliffe for over five years, starting as Coordinator of Change Management which has now evolved into Coordinator Business Systems & ICT. Despite best efforts she keeps landing back in ICT project management, which she has a Masters in. This is likely because she genuinely enjoys helping people understand and embrace change, and ICT is often the tool that enables efficiency and better day to day experience for people. Collaborating with the other councils has been a highlight both for her and for BoQ. 


Stretch Smith
Manager Business Transformation 
Northern Grampians Shire Council 

Stretch has 21 years of Local Government experience across Finance and Business Transformation specialising in logical thinking applied to business processes. With a strong background in change management Stretch enjoys working with users to redesign and implement processes that are better for everyone.
