Frank is a shepherd, shearer, bulldozer driver who holds a mathamatics degree. He has worked at the Ministry of Energy, Shell & Transpower and has been a MBIE procurement trainer for 4 years. Frank has 25 years consulting experience, facilitated numerous 17(A) reviews across a wide range of Council services and negotiated 350 commercial contracts. He runs over 300 tenders - 80 categories and worked with 58 councils. Frank has also helped respond to 73 tenders (12 AOG).
